Appearance: The jutsu fills the surrounding area with a white mist.  This limits the range of sight for all ninja within the area, as the thick fog makes it difficult to see beyond even 5-10 ft.
Description: The Hidden Mist jutsu is a specialty of the ninja from Kirigakure, where one causes a mist to spring forth by either lifting up water from a pre-existing source, or expelling water from their mouth. They can then go in and out of sight at will from within the pearly-white realm. The mist's thickness is controlled by the amount of chakra kneaded into it. This can limit visibility to making out general shapes within 5-10ft, and not being able to see anything beyond 10 ft. It cannot fool the Byakugan, but, due to the mist being created with the user's chakra, any Sharingan and Rinnegan (user will see the mist colored by their opponent's chakra) which will effectively hide the user from the dōjutsu.
Character Specific: Technique is limited to only Kirigakure ninja, or can be learned from a Kirigakure shinobi.

Duration: Indefinitely, until user chooses to end the effect, or is unconscious.

Range: 30 ft. radius, centered on the user.  Once the jutsu has been moved, the mist does not move, even if the user changes position.

Stat Boosts: No stat boost, rather all shinobi except the user are affected by limited visibility.

Chakra/Endurance Use: 10 Chakra for first post, 5 for every post thereafter.

200 ft radius....you do know thats 100 meter diamter. bring it down to 20 meter diamter the jutsu doesnt really do anything so why a power and I assume it forms at speed of 20 and what do you mean debuffs for others

Edited. I think 20 meter diameter (~30 ft. radius) is a bit small for what we see in anime, but that's fine. Took away power, and clarified stat boost line. All I meant by debuff was that it limits visibility for other shinobi in the area.
